The most likely reason for not being able to create more accounts in WHM is if you've allocated all of your disk space / bandwidth to existing accounts. In this situation you will either need to upgrade your reseller account, or decrease the amount of resources allocated to accounts under your main reseller account.
If you only have one account on your reseller package, all your available disk space / bandwidth may have been allocated to it by default. To fix, change the amount of space given to the account to a lower amount.
